The Army is relying on retired federal workers to fill out its acquisition workforce, according to a Federal News Radio report.
Kim Denver, the Army‘s deputy assistant secretary for procurement, said the Army intends to increase its acquisition workforce from 7,000 to 9,000 by 2017.
Annuitants will continue to a part of that workforce as they hold an experience factor that cannot be replicated, Denver said to Federal News Radio.
The Army has been rehiring annuitants with targeted skill sets to aid in drafting policies and procedures during work load surges, Denver said.
Congress extended the provision allowing agencies to re-hire annuitants in the 2010 Defense Authorization bill.
The provision was extended through 2015 and limits annuitant appointments to one year unless an agency head signs a waiver allowing for annuitants to serve in longer-term positions.
