OFPP Administrator gives ‘frictionless acquisition’ a boost on his way out the door

When it came to federal acquisition policy, the four years of the Trump administration could be considered a time of Laissez-faire.

There were only four acquisition memos signed off by the director of the Office of Management and Budget (OMB) that didn’t deal with the COVID-19 pandemic in the past 48 months.  Sure acquisition was part of many, if not all, of the technology memos and the data strategy memos, but those that addressed federal procurement and only federal procurement, were few and far between.

Along with those four OMB memos, the Office of Federal Procurement Policy (OFPP) issued five other memos, including three in the last month, which directed agencies to take specific steps to improve federal procurement.

In all, that’s nine memos in four years or 2.33 memos a year, which equals not a lot of oversight or changes to the federal acquisition process from a governmentwide and OMB level.

GSA kicks starts 2021 with an acquisition potpourri

When it comes to federal procurement, the General Services Administration takes no off days.

While the GSA’s Federal Acquisition Service employees will never be mistaken for elite athletes — where this concept of no days off comes from — they aren’t wasting any time setting up 2021 to be a busy year for contractors and for new governmentwide acquisition contracts.

In the span of two weeks, GSA released the draft solicitation for Polaris, the small business GWAC to replace the debacle that was Alliant 2 Small Business as well as two requests for information — one for artificial intelligence and machine learning capabilities, and one to develop a new professional services vehicle.

These initial pieces of market research or acquisition strategy planning come as GSA already is reviewing bids for spots under the 8(a) STARS III GWAC and the ASTRO program. GSA expects to make awards for both of these programs in spring 2021 or thereabouts.

Combat simulators should also improve acquisition, DoD leader says

Members of the defense industry working on modeling and simulation should focus on building tools that can be used across multiple different functions in order to not only improve training, but accelerate acquisition and fielding timelines, according to a Defense Department official. 

“Think about software that will allow us to support acquisition development, training of troops, and test all simultaneously,” Alan Shaffer, deputy defense undersecretary for acquisition and sustainment, said Dec. 1st.

Modeling and simulation is used to train warfighters on virtual battlefields. Advancement in modeling and simulation technologies powered by digitization and open systems should enhance training from individual warfighters all the way up to the force level as well as revolutionize design, acquisition, sustainment and test, Shaffer said during the National Training and Simulation Association’s annual Interservice, Industry, Training, Simulation, and Education Conference.

“We are now seeing the evolution from single platform simulators and single purpose simulations to advanced multi-platform virtual systems,” Shaffer said.  “But beyond that, there is also a strong convergence in modeling and simulation capabilities being driven by the technological revolution, and the digitization of the world, and the promise of open systems.”

Pentagon still hammering out acquisition strategies needed to enable DevSecOps, officials say

The Defense Department needs to educate its workforce on what DevSecOps means for them, the Pentagon’s Katie Arrington says.

The Defense Department won’t see the return on investment DevSecOps systems development practices can provide without cultural and procedural shifts, according to DOD officials.

Katie Arrington, chief information security officer for DoD’s acquisition office, said DoD has more work to do on changing workforce culture within the Pentagon around DevSecOps.  DevSecOps is not just the latest in a long line of buzzwords — from waterfall to agile to DevOps — but a priority, according to Arrington.

“You think about long-term sustainability, if we don’t start to really emphasize DevSecOps as we go forward and build on the good work that has been done, we’ll never see the actual return on investment in the life cycle that we need,” Arrington said at a webinar hosted by AFCEA International’s SIGNAL Magazine recently.

Arrington added the department needs to educate the workforce around what DevSecOps means for them. She wants the workforce to understand that DevSecOps is not something that will replace jobs, but enhance the work they are currently doing.

GAO: DHS chief acquisition officer must improve vetting of components’ procurement executives

The Government Accountability Office (GAO) has released a report stating that the Department of Homeland Security’s (DHS) chief acquisition officer needs to improve the assessment of DHS units’ component acquisition executives (CAE).

In its report, GAO says that the DHS chief acquisition officer selects CAEs that handle DHS components’ acquisition-related policies, workforce, data collection and reporting functions.

Components such as the U.S. Coast Guard, Transportation Security Administration (TSA), Countering Weapons of Mass Destruction Office (CWMD) and Customs and Border Protection (CBP) have implemented CAE vetting procedures, according to GAO.

However, the watchdog said that four out of five CAEs in the DHS Management Directorate, including three acting CAEs, “have not been subjected to this process.”
