Management imperatives for schedules consolidation

In November, the General Services Administration (GSA) announced that it will be consolidating all its multiple award schedules (MAS) into a single schedule for best value commercial solutions.

As many of you know, the Coalition for Government Procurement has been a strong advocate for the single schedule concept, which will help to reduce costs for both government and industry stakeholders, as well as increase competition and customer access to best value solutions.

The single schedule concept is a game changer, providing GSA with a tremendous opportunity to inject much-needed consistency into the MAS program. Currently, the structure of the schedules program — which features 24 separate schedules and corresponding contract scopes — limits flexibility and hampers the ability of the program to deliver best value solutions consistent with the commercial market. Moreover, these separate contract scopes, which raise artificial barriers and stove-pipes, further promote what is perhaps the most enduring challenge associated with the MAS program: Inconsistent contract negotiation, award and management across GSA’s centers and contracting officers.

PA bill would open door to competitive school construction bids, away from cooperative purchasing

Pennsylvania state representative Jesse Topper has introduced a bill that would open major construction projects to competitive bidding, reports The Inquirer of Philadelphia.

The bill, which is with the State Government Committee, was precipitated by a study from research firm Ducker Worldwide that found from 2005 to 2010, schools across the state wasted more than $100 million in taxpayer money on roofing by using cooperative purchasing rather than competitive bidding.

The proposed bill would outlaw cooperative purchases for construction projects, which the bill’s backers say will save money, especially for public schools having financial troubles. One school district received a roofing bid from a cooperative for $2.4 million, whereas an open bid for the same project totaled $1.4 million.

Still, many Pennsylvania school officials say cooperative purchasing agreements have merit, offering quality assurance, consistency and reduced maintenance, reported The Inquirer. They also say that open bids, unlike cooperatives, don’t take design costs or project monitoring into account.

IG: USPS should rescind its facilities contract delegation

The Postal Service should rescind its facilities contract delegation because the contracting officers aren’t required to meet professional qualifications or establish competition requirements, an Aug. 5 USPS inspector general report says.

USPS’s Supply Management office is responsible for approving contracts to acquire goods and services, but they can delegate contracting authority to personnel outside of Supply Management, the report says.

In September 2013, the Postal Service reported six delegations. And though five of those delegations have performed well, the facilities delegation hasn’t, the IG says.

Facilities did not require contracting officers to meet professional qualifications or establish sufficient competition requirements for contracts, the report says. Also, the facilities delegation could not identify its active contracts and did not timely submit the required annual reports.
