Navy awards contract for next generation of submarines expected to cost $110 billion

The Navy recently awarded a $9.4 billion contract to begin construction work on what has for years been its biggest modernization priority: A project to build a new class of at least a dozen nuclear-armed ballistic missile submarines that’s expected to cost $110 billion once all is said and done.

The contract for the new Columbia class went to General Dynamics Electric Boat, one of only two U.S. firms capable of building nuclear-powered vessels.  It is the first class of ballistic missile subs the Navy has begun since the 1970s, and will eventually replace the current fleet of Ohio class boats when that fleet reaches its retirement age decades from now.

Senior Navy leaders have long said that the program — which they see as vital, since submarines are the most “survivable” part of the military’s nuclear weapons arsenal — will be placed at the front of the line for funding and construction capacity for years to come. That makes it especially important to hold Columbia’s costs in check so they don’t swallow the rest of DoD’s maritime acquisition budget.

James Geurts, the assistant secretary of the Navy for research, development and acquisition said there’s every reason to think the Navy can do that.

Agencies expected to spend almost $200 billion on acquisition in FY20’s fourth quarter

The fourth quarter spending surge is upon us, and it appears the federal acquisition community isn’t just focused on getting money out the door, but request for proposals, too.

Agencies are expected to spend $194 billion between now and Sept. 30, according to Bloomberg Government. Departments will spend a big chunk of that total on technology — $28 billion — and on professional services — $32 billion.

But this has been a trend for some time.

“The $182 billion in the fourth quarter of fiscal 2019 spending obligations is about a $7 billion decrease from 2018, but fiscal 2019 represents about a $30 billion increase since 2016,” BGov said in a recent webinar. “Spending in the last month of the fiscal year is usually more than that of July and August combined.”

Of that $194 billion expected to go out the door in Q4 2020, BGov estimates that agencies will spend $101 billion in September, the most in one month since 2018 when they spent $99 billion.

GSA releases tool for monitoring agency spending

The General Services Administration (GSA) has made its Governmentwide Category Management (GWCM) Awards Exploration Tool publicly available.

Now, federal agencies, vendors, and the general public have a new data source to see where agencies are spending contract dollars.

The database lets users find information at the award level such as by contract name and spend under various major contract management tiers.

Previously, GSA made the tool only available to federal employees.

The GWCM awards search tool is one of several offered by GSA for vendors and other stakeholders at https://d2d.gsa.gov/report/public-category-management-dashboards-analytics.

Interestingly, the new tool displays data in 10 major categories of federal contract spending: facilities and construction; human capital; industrial products and services; IT; medical; office management; professional services; security and protection; transportation and logistics; and travel.

While small business utilization data is viewable on individual category management pages such as the one shown above, as of May 26 the overall Small Business Dashboard was not functioning.

GSA’s procurement database is heading to a new home

The General Service Administration’s procurement database will be migrating to the agency’s new contracting website by the end of the second quarter of fiscal 2020, according to a GSA news release.

 

The Federal Procurement Data System – Next Generation (FPDS-NG), which collects and reports procurement data from federal agencies, will be transitioned over to the new beta.SAM.gov website, the new GSA site that lists federal contracts and other contract data.

The migration is part of a larger GSA effort to consolidate its legacy websites to a single site.

The FPDS site serves several purposes for contractors and researchers.  On the site, users can research procurement data, validate procurement vehicles and modify transactions.

NDAA requires COs to provide information to unsuccessful offerors for task and delivery orders less than $5.5 million

The FY 2020 NDAA mandates the FAR be revised to require Contracting Officers to provide the rationale for award and other information to unsuccessful offerors for task or delivery orders.

Currently, FAR Part 16 only requires a debriefing be provided for task and delivery orders valued over $5.5 million.

The FY 2020 NDAA requires FAR Part 16 be revised to require that Contracting Officers provide information to unsuccessful offerors on contracts above the Simplified Acquisition Threshold but below $5.5 million.

This new information could prove invaluable for contractors hoping to gain insight and improve their proposals for future opportunities.

The annual National Defense Authorization Act (NDAA) has long been used to impose government-wide procurement reforms. The recently enacted NDAA, signed by President Trump on December 20, 2019, continues this practice, by requiring agencies to provide unsuccessful offerors on smaller dollar task or delivery orders above the Simplified Acquisition Threshold an explanation as to why their proposal was unsuccessful as well as the rationale for the award.
