Pentagon’s $11 billion health records deal to be awarded by month’s end

All signs point to the Defense Department awarding its multi-billion Defense Healthcare Management System (DHMS) contract by the end of July.

The Pentagon’s public notice for the contract, which was first released almost 18 months ago, was closed for discussion July 14, one month after DOD’s Office of Inspector General announced it would be looking into DHMS’s acquisition strategy. Bloomberg also reported a DOD spokeswoman confirmed an award would be made by July 31.

The Defense Healthcare Management System  (DHMS) was chartered by the Secretary of Defense in 2013 to improve the health care of active duty military, Veterans, and their beneficiaries by modernizing electronic health care records and establishing seamless medical data sharing between the DoD, the VA, and the private sector.  DHMS is administratively attached to the Defense Health Agency (DHA), with a direct reporting relationship to the Office of the Under Secretary of Defense for Acquisition, Technology, and Logistics (USD AT&L).

The 10-year contract is one of the largest in recent memory for DOD and is expected to have a total lifecycle value of $11 billion.

Big win for Amazon: 1st provider authorized to handle sensitive DoD workloads in cloud

Amazon Web Services has become the first commercial cloud provider authorized to handle the Defense Department’s most sensitive unclassified data.

Today’s announcement that AWS has achieved a provisional authority to operate under DOD’s cloud security model at impact levels 3-5 is a major win for the company, as it allows DOD customers to provision commercial cloud services for the largest chunks of their data.

In technical speak, the provisional ATO granted by the Defense Information Systems Agency means DOD customers can use AWS’ GovCloud – an isolated region entirely for U.S. government customers – through a private connection routed to DOD’s network. DOD customers can now secure AWS cloud services through a variety of contract vehicles.

In layman’s terms, AWS is the first company with the ability to take any and all of DOD’s unclassified data to the cloud.

Federal agencies falling short in providing accurate, complete federal award data, GAO says

Information about grants and loans found on a federal awards website isn’t as reliable as it should be, said congressional investigators, adding that greater oversight is needed.

The Government Accountability Office said agencies provided incomplete and inaccurate information about such assistance awards — totaling about $619 billion — on USASpending.gov, a publicly accessible website designed to improve transparency and accountability on federal spending.

However, GAO noted in its report released Aug. 1 that agencies largely provided complete information about awarded government contracts.

Despite fraud allegations, Adams Produce awarded $41 million government contract one month before 2012 bankruptcy

Nearly two months before Adams Produce closed its doors and declared bankruptcy in April 2012, the long-time Birmingham, Alabama company was awarded a government contract, worth up to $41 million, to provide fruits and vegetables to schools and the military.

Adams Produce got the contract from the Defense Logistics Agency (DLA) despite questions raised by a former Adams employee, Charles Hall, in a 2009 lawsuit that claimed the company had fraudulently billed the agency on a previous contract, records show.

Federal prosecutors were aware of the whistleblower allegations prior to the 2012 contract, court documents show. Also, by June 2012, the FBI had had begun investigating top Adams Company officials involving overcharging DLA on fruit and vegetable contracts, according to court records.

Seven executives of the now-shuttered Adams have been charged so far in a billing fraud scheme, with five already serving prison sentences.

DoD awarded $6 billion in shutdown contracts

The Defense Department awarded 95 contracts valued at more than $6.3 billion during the 16 days of the government shutdown this month, with the Air Force and Navy awarding contracts valued $2.7 billion and $2.1 billion dollars, respectively.

The Pentagon, which ordinarily announces awards of contracts valued at more than $6.5 million on a daily basis, suspended the announcements – but not the awards – until Friday, when it posted all the contracts that met the threshold since Oct. 1.

The Air Force awarded United Launch Services LLC, a Boeing and Lockheed Martin joint venture, the biggest contract during the shutdown, a $939.1 million deal for Delta IV and Atlas V rockets to launch satellites primarily for the National Reconnaissance Office.

The largest  technology contract let during the shutdown was a five year, indefinite delivery-indefinite quantity contract valued at $899.5 million awarded by the Navy to 14 companies for computing infrastructure support, including research, development, testing, evaluation, production and fielding of a wide range of capabilities.
