Industry persuades DISA to change market research approach for cloud acquisition

The IT Industry Council, the Alliance for Digital Innovation and the Internet Association wrote to DISA questioning its decision to limit RFI responses to its cloud computing program support office acquisition.

Once again the federal technology community was left flabbergasted and wondering “why?” from a decision by the Defense Department around cloud computing.

This time it’s the Defense Information Systems Agency, which — until it suddenly changed its mind late on Friday — had made a decision that left us all questioning the initial rationale behind yet another cloud acquisition program.

DISA, which receives mostly high marks from industry for its inclusiveness and openness to innovation, decided to do the exact opposite. It initially wanted to limit responses to a request for information for a cloud program office only to 14 large and 23 small vendors on its Systems Engineering, Technology, and Innovation (SETI) vehicle.

But pressure by three industry associations and other experts convinced DISA to change its mind and let other companies beyond those 37 submit RFI responses.

“We appreciate DISA’s swift response and resolution,” said Megan Petersen, ITI’s senior director of policy, public sector and counsel, in a statement to Federal News Network. “We look forward to submitting comments to this important effort on behalf of ITI’s members. We encourage DISA to provide additional opportunities for ITI and the broader tech industry to share perspectives on buying cloud and other innovative technologies.”

Pentagon seeks TurboTax-like tool for artificial intelligence purchases

It’s part of a new acquisition model that would explore the potential of pursuing contracts outside the Federal Acquisition Regulation, mixed with traditional contracts.

The Pentagon’s Joint Artificial Intelligence Center set sights on producing a new-and-improved business model for purchasing artificial intelligence tools in hopes of driving quicker procurement from both typical and non-traditional companies through a means that’s scalable across the Defense Department.

Together with Army Contracting Command Rock Island, the AI-strategizing center is considering launching a competition for a 501(c) or non-profit manager of the prototype model and would like to engage potential partners, according to a request for information published August 28.

The to-be-created model would incorporate a TurboTax-like automated system to streamline buying information.

The JAIC is also interested in hearing from organizations that would want to participate in a consortium-like body that could deliver AI capabilities for defense-driven missions under the model. Through the new approach, the center would leverage other transaction authorities, a contracting method that bypasses traditional federal procurement rules in an effort to attract new, innovative vendors and solutions.

Pentagon’s central AI office wants to standardize its acquisition process

The Pentagon’s top artificial intelligence office released a request for information Aug. 28 outlining interest in establishing a new acquisition approach for standardizing the development and procurement process for AI tools.

According to the solicitation, the Joint Artificial Intelligence Center is “considering” starting a competition for a 501(c) nonprofit manager or managers of its prototype “Artificial Intelligence Acquisition Business Model” that looks to use other transaction authorities to more quickly purchase AI products.

The JAIC’s prototype business model could deliver “AI capabilities through meaningful market research/front-end collaboration and optimal teaming arrangements of both traditional and non-traditional companies for AI product procurement,” the RFI said.  If the plan moves forward, the JAIC would also “explore the possibilities of using the model to enable agile AI acquisition processes to the DoD at scale.”

The JAIC is the Defense Department’s main hub for artificial intelligence and is responsible for increasing adoption of AI across the department. It works with the services and combatant commands to develop AI tools that have practical use.

To meet the military’s needs, the JAIC uses the traditional government contracting process, known as Federal Acquisition Regulation-based contracts, and works with the General Services Administration, the Defense Information Systems Agency and the Defense Innovation Unit.  The traditional acquisition strategy currently being used is unlikely sufficient enough to help the JAIC carry out its mission, the RFI stated.

Pentagon plans single-award $11 billion IT contract

The Defense Enclave Services contract could go out for bid as soon as late September.

Despite significant delays to two large, single-award contracts, the Defense Department plans to bid out the next major multibillion IT contract next month.

According to procurement documents, the Defense Enclave Services contract will be a single-award contract valued at up to $11.7 billion over 10 years, with a four-year base period and three two-year options. Through it, the Defense Information Systems Agency, the Defense Department’s IT arm, seeks to acquire “common use IT systems,” including infrastructure, network operations and cybersecurity support services while it integrates and consolidates the Pentagon’s “fourth estate” agencies.

“As threats within the cyberspace domain become increasingly sophisticated, DoD is looking for solutions to eliminate unnecessary complexity within the IT space,” according to slides shared with vendors last month during a virtual industry day.

Verizon loses protest of use of LPTA

The Government Accountability Office has denied Verizon’s protest of the use of lowest price, technically acceptable (LPTA) source selection for telecommunications services under the $50 billion Enterprise Infrastructure Solutions (EIS) telecom and network modernization contract.

Verizon specifically protested requests for proposals by the Defense Information Systems Agency (DISA), arguing that the reliance on LPTA violated the 2017 National Defense Authorization Act, as well as the Defense Federal Acquisition Regulation Supplement, which both require the Department of Defense to try to avoid such source selection when acquiring information technology.

The telecom company suggested DISA instead use best value tradeoff (BVTO) source selection, which would see the task order awarded to the contractor offering the greatest value to the government — not the lowest-cost or highest technically rated offeror.

GAO rejected that idea.
