Verizon loses protest of use of LPTA

The Government Accountability Office has denied Verizon’s protest of the use of lowest price, technically acceptable (LPTA) source selection for telecommunications services under the $50 billion Enterprise Infrastructure Solutions (EIS) telecom and network modernization contract.

Verizon specifically protested requests for proposals by the Defense Information Systems Agency (DISA), arguing that the reliance on LPTA violated the 2017 National Defense Authorization Act, as well as the Defense Federal Acquisition Regulation Supplement, which both require the Department of Defense to try to avoid such source selection when acquiring information technology.

The telecom company suggested DISA instead use best value tradeoff (BVTO) source selection, which would see the task order awarded to the contractor offering the greatest value to the government — not the lowest-cost or highest technically rated offeror.

GAO rejected that idea.

GSA’s e-commerce initiative strained by new protests, questions over supply chain risks

There was a flurry of lawmakers seemingly troubled, disappointed and disturbed about the lack of governmentwide progress to move to the Enterprise Infrastructure Solutions (EIS) contract.

While the reality is most of the lawmakers probably had never heard of EIS until their staff explained to them 10 minutes before the hearing started that it’s a way for agencies to modernize their voice, video and data services, the House Oversight and Reform Subcommittee on Government Operations created at least an newsworthy façade last week.

The hearing also ferreted out a host of other valuable news nuggets about several of the General Services Administration’s technology services.

As one never to let a good almost 90-minute hearing go to waste, the subcommittee pressed GSA on the status and future of its e-commerce platform initiative.

About an hour into the hearing, Rep. Mark Meadows, R-N.C., ranking member of the subcommittee and the incoming chief of staff for President Donald Trump, asked what seemed like a simple question about GSA’s e-commerce platform initiative.

“Are you going to have the two awardees by the end of the month?” Meadows asked.

Risk is high that GSA’s latest telecom contract suffers same fate as last two

The General Services Administration’s Enterprise Infrastructure Solutions (EIS) program is facing the same fate as its predecessor — delays in transition will cost the government millions of dollars and push IT modernization further back on the priority list.

The difference between the failure of Networx and the potential problems EIS is facing, however, is the recognition by some lawmakers that it’s not entirely GSA’s fault.

The House Oversight and Reform Subcommittee on Government Operations wants to hold agency chief information officers and other leadership accountable for not moving fast enough to take advantage of the new contract.

“We learned a tremendous amount of lessons and, in fact, I credit GSA for incorporating those lessons learned from the Networx transition into their guidance and disseminating those lessons to the agencies,” said Carol Harris, director of IT acquisition management issues at the Government Accountability Office, during a subcommittee hearing on March 4. “Now the onus is on the agencies to get their house in order and move quickly to ensure that they are moving onto EIS as quickly as possible.”

A busy 2020 for GSA

During the first three months of the New Year, the General Services Administration will have its hands full as some of its most ambitious projects move ahead.

In the first quarter of the 2020 calendar year, the agency is slated to test a small conceptual version of its Amazon-like e-commerce portal, push out solicitations to vendors about its buying schedule awards consolidation and begin throttling continued agency customer use of its old telecommunications contracts in favor of its next-generation vehicle.

It will also continue to get control of a bumpy transition from the FedBizOpps contract information site to the new beta.SAM.gov. portal.

Here’s how not to screw up a $50 billion networking contract

The clock is ticking toward a 2020 deadline for agencies to switch over to the General Services Administration’s massive new contract vehicle for network and telecom services, and federal IT leaders are worried agencies might blow it.

Last year, GSA rolled out the Enterprise Infrastructure Services contract, a $50 billion blanket award that covers governmentwide procurement of traditional networking and telecommunications equipment, as well as a mix of emerging technologies. All agencies are required to transition to EIS by 2020, and the contract could last up to 15 years.

EIS has the potential to streamline innovative tech purchases, boost federal cloud usage and strengthen cybersecurity across the government, top IT officials said at a forum hosted by ACT-IAC, a government and industry organization.
