Risk is high that GSA’s latest telecom contract suffers same fate as last two

The General Services Administration’s Enterprise Infrastructure Solutions (EIS) program is facing the same fate as its predecessor — delays in transition will cost the government millions of dollars and push IT modernization further back on the priority list.

The difference between the failure of Networx and the potential problems EIS is facing, however, is the recognition by some lawmakers that it’s not entirely GSA’s fault.

The House Oversight and Reform Subcommittee on Government Operations wants to hold agency chief information officers and other leadership accountable for not moving fast enough to take advantage of the new contract.

“We learned a tremendous amount of lessons and, in fact, I credit GSA for incorporating those lessons learned from the Networx transition into their guidance and disseminating those lessons to the agencies,” said Carol Harris, director of IT acquisition management issues at the Government Accountability Office, during a subcommittee hearing on March 4. “Now the onus is on the agencies to get their house in order and move quickly to ensure that they are moving onto EIS as quickly as possible.”

Security authorizations trickle in as deadlines near on $50 billion telecom contract

Agencies have until September to award task orders off the massive Enterprise Infrastructure Solutions telecommunications contract, but as of last Thursday, only one vendor has met the security requirements to be eligible for award.

The EIS contract is expected to be worth $50 billion over 15 years, as every federal agency — civilian and defense — is preparing to solicit services ranging from basic telecom to video and voice over IP to wholesale infrastructure modernization. As the backbone infrastructure for all data and communications transiting in and out of agency networks, the nine companies with spots on the contract will have to meet stringent cybersecurity standards, documented and verified through an authority to operate, or ATO.

CenturyLink announced last week that it was the first to complete the ATO process.

Here’s how not to screw up a $50 billion networking contract

The clock is ticking toward a 2020 deadline for agencies to switch over to the General Services Administration’s massive new contract vehicle for network and telecom services, and federal IT leaders are worried agencies might blow it.

Last year, GSA rolled out the Enterprise Infrastructure Services contract, a $50 billion blanket award that covers governmentwide procurement of traditional networking and telecommunications equipment, as well as a mix of emerging technologies. All agencies are required to transition to EIS by 2020, and the contract could last up to 15 years.

EIS has the potential to streamline innovative tech purchases, boost federal cloud usage and strengthen cybersecurity across the government, top IT officials said at a forum hosted by ACT-IAC, a government and industry organization.
