OFPP Administrator gives ‘frictionless acquisition’ a boost on his way out the door

When it came to federal acquisition policy, the four years of the Trump administration could be considered a time of Laissez-faire.

There were only four acquisition memos signed off by the director of the Office of Management and Budget (OMB) that didn’t deal with the COVID-19 pandemic in the past 48 months.  Sure acquisition was part of many, if not all, of the technology memos and the data strategy memos, but those that addressed federal procurement and only federal procurement, were few and far between.

Along with those four OMB memos, the Office of Federal Procurement Policy (OFPP) issued five other memos, including three in the last month, which directed agencies to take specific steps to improve federal procurement.

In all, that’s nine memos in four years or 2.33 memos a year, which equals not a lot of oversight or changes to the federal acquisition process from a governmentwide and OMB level.

IRS offering up to $7 million to develop ‘data mashing’ tools in support of frictionless acquisition

Using its experimental multiphase Pilot IRS contract vehicle, the agency issued a quickturn solicitation to improve data collection for a governmentwide effort to improve procurement.

The IRS is using its relatively new, quickturn procurement vehicle — Pilot IRS — to support a governmentwide data collection effort in support of fixing pain points in the government’s acquisition process.

This summer, the Office of Management and Budget rolled out a new cross-agency priority, or CAP, goal entitled “Frictionless Acquisition,” with the aim of delivering “commercial items at the same speed as the market place and manage customers’ delivery expectations for acquisitions of non-commercial items by breaking down barriers to entry using modern business practices and technologies,” according to the goal statement on Performance.gov.

Part of that goal includes improving information collected about federal procurements and the ways that data is standardized and combined to gain insights — also known as “data mashing.”

IRS procurement officials were tapped to figure out how best to accomplish this task with regard to prices for goods and services and issued a request for proposals this week using its experimental contracting vehicle.

Agencies achieving frictionless acquisition in variety of ways

Years of criticism directed at federal agencies has created a culture of risk aversion. That’s something which Soraya Correa, Department of Homeland Security chief procurement officer, said needs to change.

“We’ve got to allow people to do things differently, to try new [things], and so take those chances,” she said Tuesday. “And we the leadership in this profession and across all the professions need to support our people a little bit better to make them feel that confidence that they can take some calculated risks and move the ball forward.”

Correa was part of the Accelerating Acquisition in the Dynamic Workplace webinar, sponsored by FedInsider, which gathered agency acquisition leaders to talk about inefficiencies in federal procurement and what they would like to be done differently.

One of Correa’s initiatives, DHS’ Procurement Innovation Lab, has set an example of creating “safe spaces” for innovation. Its PIL boot camp has proved popular with other agencies and DHS  and its components have awarded a cumulative 52 PIL procurement projects from fiscal 2015, when the lab started, to 2019, according to the agency.

Several speakers referenced the Contractor Performance Assessment Reporting Systems (CPARS), an electronic workflow that reports and rates contractor performance, at the General Services Administration. Correa said DHS is championing artificial intelligence to track past performance with CPARS data, but the system is “daunting.”

IRS floats experimental contract vehicle to help Administration meet procurement CAP goals

The IRS wants to mash up acquisition data to find insights into federal buying patterns and is using its experimental Pilot IRS procurement vehicle to test out new ideas.

The tax collection agency is working with the Office of Management and Budget on the Frictionless Acquisition Cross-Agency Priority, or CAP, goal, which “calls upon the government to modernize the collection, analysis, availability, and visualization of acquisition data for smarter and faster mission decision-making.”

To supplement this work, IRS officials are looking at current and innovative ways to combine distinct databases and sources on labor and wage rates into coherent, easy-to-use datasets with visualization and other analytical tools.

As part of this effort, the agency tapped its relatively new Pilot IRS program, which uses procurement methods in the Federal Acquisition Regulation to develop a phased funding contract vehicle that supports research and development. The program launched in early 2019 with a $7 million funding ceiling. But after some early successes — and well-managed failures — the program is growing in scope, both monetarily and programmatically.

Frictionless acquisition means changing hearts and minds, not necessarily processes

The Office of Federal Procurement Policy’s new cross-agency priority goal isn’t about changing the acquisition rules or processes.

Instead, the goal of frictionless acquisition is about how contracting officers, program managers, industry and so many others view what it takes to buy a product or service.

Michael Wooten, the administrator of the Office of Federal Procurement Policy, said frictionless acquisition is part of his plan to reduce complexity through leadership.

“We are really focused on reducing the time between when a person conjures up a need and when they get what they want,” Wooten said in an exclusive interview with Federal News Network. “We think the opportunities for friction are significant because of the scale and scope of the federal acquisition system, the complexity of our requirements can be mind boggling when you look at some of the systems under development, whether it’s the Defense or Energy departments or whomever, and then the myriad systems and processes that support this.”

As a result of this friction, Wooten said agencies, contractors and taxpayers are feeling the brunt through increased costs, increased time to market and decreased value.
