How a new acquisition approach is changing — and challenging — HHS

The Department of Health and Human Services has adjusted its approach to technology acquisition in order to keep pace in innovation.

In a moment when agencies across the government are grappling with how to adjust their acquisition framework to ensure they have the most advanced technology, HHS CIO Jose Arrieta said his agency has decided to approach acquisition by laying out its objectives first.

“We establish the way we want to interact and work with the contractor,” Arrieta said Oct. 30 at the Data Coalition’s GovDATAx conference.

Another key to the HHS approach has been taking “price off the table” and setting maximum awards ceilings for contractors. Then, the contractors can compete for the work.

HHS has been a leader in federal government in deployment of emerging technologies.

HHS’s suspension of acquisition services leaves outside agencies and contractors in limbo

It’s been three months since the department announced it was closing down its shared services operations, and many questions remain unanswered.

The Health and Human Services Department’s decision to wind down its acquisition services for outside agencies has left customers scrambling to fill the void and a number of unanswered questions.

HHS announced in June that it would no longer offer assisted acquisition services for non-HHS customers through its Program Support Center, and gave them until Sept. 30, 2020, to find alternative providers.  The center works for HHS and 19 other agencies on a fee-for-service basis, administering more than $1.4 billion in contracts per year, Federal News Network reported. Also, the department put four officials associated with the Program Support Center on paid leave between April and June, Bloomberg News reported.

“As the result of an internal review that is ongoing, [the Program Support Center] has determined that it does not have the policies, procedures, or internal controls necessary to conduct assisted acquisitions for agencies outside of HHS,” said Melissa McAbee, acting head of contracting at PSC, according to a report in Bloomberg News.  As of mid-June, the center was managing 250 contracts for agencies besides HHS, including the Defense Department and Environmental Protection Agency.

HHS plans launch of AI, blockchain-based acquisition portal

The Department of Health and Human Services (HHS) is test launching an acquisition portal named Accelerate that infuses blockchain and artificial intelligence (AI) technologies.

The blockchain-based acquisition portal will get a test run this fall and launch the beginning of the year, HHS CIO Jose Arrieta said.

Speaking at NextGov’s Emerging Tech summit on Aug. 14, Arrieta said the agency has been working on developing microservices for its Accelerate blockchain and artificial intelligence-infused acquisition portal.

The platform’s deep database of contracting data from the agency’s five acquisition systems will drive automatic pricing breaks for government the same way consumers can use competitive data at major retailers.

“If you look up the price of something on Amazon and show it to the cashier at Target or Best Buy,” he said, they will immediately give you the comparable discount offered at those other retailers. “That’s empowering. We created that ability for the contracting professional” on the portal, he said.

New HHS contract writing system testing more than an innovative technology approach

In early fiscal 2020, the Department of Health and Human Services will pilot its new contracting writing system called Accelerate.

HHS will work with a small group of contracting officers and industry to prove that using the cloud and blockchain technology is not only possible, but real.

Jose Arrieta, who is currently the chief information officer and was the acting deputy assistant secretary for grants, acquisition policy and accountability at HHS, said the agency has made a lot of progress since December when the Accelerate platform received the authority to operate.

The grants, acquisition policy and accountability office has been testing the ability of the system to take in actual data from the five contract writing systems HHS uses as well as the analytics for prices paid and terms and conditions and refining the microservices that they built to better communicate with program managers.

Procurement chiefs are watching the spread of RPA

Robotics process automation use across government “is exploding,” Joanie Newhart, associate administrator of acquisition workforce programs in the Office of Management and Budget’s Office of Federal Procurement Policy, said at the Shared Services Leadership Coalition RPA conference.

Newhart said OFPP is closely watching how RPA is being leveraged by agencies such as Health and Human Services for acquisitions and the General Services Administration, which is using it to smooth out some of its internal processes such as sifting through data to find unpaid invoices.

The Department of Treasury, she said, is using RPA to do background reviews of contractor performance to help its contracting officers with their due diligence in awarding contracts.

Those kinds of RPA applications could transform federal acquisition in only a few years, as they take over repetitive internal tasks, according to Newhart. OFPP, she said, is planning to share some of its observations on RPA with agencies soon.
