Opportunity knocks: Getting vendors in the door

One of the persistent problems anyone within earshot of public procurement hears about is a lack of communication between public buyer and supplier.

Smart CvilleThat disconnect can take many forms and happens at many different stages, including a failure to communicate with potential vendors when shaping requirements, a failure to clarify those requirements, and a failure post-award to work closely with the vendor to manage their performance. But all of those assume one very basic thing: That a potential vendor even hears about an opportunity. Never a safe assumption at any level of government.

Which is why it’s heartening to see a new trend in the public market, taking aim at just this problem. The latest example is a story out of Charlottesville, Virginia, in which a nonprofit called Smart Cville has built a “procurement alert system” for the city. Every time a new opportunity is posted to Charlottesville’s website, subscribers to the alert system will be notified.

DFARS sets time DoD contractors have to request information release

Defense Department contractors must now submit requests to release  fundamental research from a project 10 days before doing so, an addition to the Defense Federal Acquisition Regulation Supplement (DFARS) says.

The DFARS says a DoD contractor can’t release to anyone outside its own  organization any unclassified information pertaining to the contract or the  program related to the contract unless the information was already in the public  domain or a request for approval is granted. Requests for approval should  identify the specific DoD information to be released, the medium to be used and  the purpose for the release.

The change regarding fundamental research was previously published as part of  a proposed  rule proposed in 2011 having to with safeguarding unclassified DoD  Information. Under the previously proposed rule, contractors would have had 45  days to submit the request before the information is to be released.

DoD issues guidance for notifying private sector of in-sourcing decisions

The Department of Defense (DoD) issued a memorandum on February 7, 2013 entitled “Private Sector Notification Requirements in Support of In-sourcing Actions.”

The memorandum provides implementing direction on the notification of private sector providers (contractors) when making a determination to in-source a contracted service for civilian or military performance.
