Act now to enroll in September’s CON 170 cost and price analysis course

Georgia Tech’s course on the Fundamentals of Cost and Price Analysis (CON 170) provides expert instruction on fundamental quantitative pricing skills — skills so necessary to understand how the government makes contract pricing decisions.

The popular 10-day course is being offered September 16-27, 2019 on the Tech campus in the world-class Global Learning Center in Midtown Atlanta.  Registration details can be found here.

Attendees will learn how to accomplish Cost-Volume-Profit Analysis, calculate Contribution Margin Estimates, and develop Cost Estimating Relationships to achieve effective price analysis pursuant to FAR Subpart 15.4.  These are the skills needed to negotiate pricing of government contracts, subcontracts, and contract modifications.

Georgia Tech’s course includes an examination of the regulations and processes governing the use of cost analysis and requiring certified cost and pricing data.  The CON 170 course was originally developed by the Defense Acquisition University for aspiring Defense Department acquisition professionals.

After learning the basic elements of price and cost analysis, students receive instruction on how to build and defend a Pre-Negotiation Objective, including a minimum and maximum pricing objective with a Weighted Guidelines Assessment.  Students also learn how to defend pricing objectives by practicing face-to-face negotiations.

By attending, you’ll learn how to:

  • Identify the Government’s Pricing Objective
  • Review an Independent Government Cost Estimate
  • Apply Price-Related Factors
  • Review General Cost Principles on Allowability
  • Evaluate Direct and Indirect Costs
  • Determine the Applicability of Cost and Price Analysis
  • Practice Cost and Price Analysis Techniques
  • Conduct Cost Realism Analysis

Attendees receive instruction, a printed Student Guide to be used back on the job, valuable handouts, and exclusive web-based resources.  A complimentary breakfast is served each morning, along with snacks throughout each class day.

This is a federal core course, required for FAC-C and DAWIA certification.  Register here.

The Contracting Education Academy at Georgia Tech is an official Defense Acquisition University (DAU) equivalency training provider.  Georgia Tech’s coursework also is recognized by the Federal Acquisition Institute (FAI).

Proposed IR&D DFARS rule would competitively punish technology innovators

A proposed Department of Defense rule is causing contractors to evaluate their independent research and development (IR&D) overhead rates and competitive bid strategies.

US DoD logoUnderstanding that it will punish innovative contractors for engaging in independent research and development (IR&D) and taking on risks that would otherwise be borne by the government, on November 4, 2016, the U.S. Department of Defense (DoD) proposed a rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to “ensure that substantial future independent research and development expenses, as a means to reduce evaluated bid prices in competitive sources selections, are evaluated in a uniform way during competitive source selections.”

In essence, DoD wants to ensure that the government’s possible reimbursement of allowable IR&D overhead costs is reflected in a contractor’s total evaluated offer price for competitively awarded contracts to create a level playing field where none, for good reason, has previously existed.

This proposed rule was issued after DoD had requested input on concepts for how to evaluate contracts that relied upon IR&D and the near universal industry condemnation of these concepts. Rejecting industry’s opposition, the proposed rule would significantly reduce contractor incentives to engage in IR&D by reducing the benefits contractors receive from successful IR&D projects. In light of these proposed changes, contractors should immediately evaluate their IR&D and competitive bid strategies on the assumption that this proposed rule will be made final in the near future.

For major defense acquisition programs and major automated information systems acquisitions, the proposed rule would require that contracting officers adjust upward a contractor’s total evaluated offer price to the extent the contractor is expected to rely upon future IR&D costs to reduce its proposed price. Accordingly, in order to support this objective, the proposed rule requires an offeror to “include documentation in its price proposal to support this proposed approach” of using IR&D to meet contract requirements. The rule would apply to contracts above the simplified acquisition threshold, but would not apply to contracts for commercial items.

Contractors complain about Pentagon limits on labor rates

A key contractors trade group has accused the Pentagon of misinterpreting a 2011 law designed to limit the labor and overhead rates that companies charge for defense weapons and services.

The Professional Services Council in a Sept. 18 letter to Undersecretary of Defense Frank Kendall charged that departmental guidance issued July 31 is misapplying the 2011 National Defense Authorization Act.

The law directed the Defense Department to establish a negotiation objective on contracts for new services or task and delivery orders of $10 million or more, with the aim of capping contractor labor and overhead rates at fiscal 2010 levels.
