GSA’s procurement database is heading to a new home

The General Service Administration’s procurement database will be migrating to the agency’s new contracting website by the end of the second quarter of fiscal 2020, according to a GSA news release.

 

The Federal Procurement Data System – Next Generation (FPDS-NG), which collects and reports procurement data from federal agencies, will be transitioned over to the new beta.SAM.gov website, the new GSA site that lists federal contracts and other contract data.

The migration is part of a larger GSA effort to consolidate its legacy websites to a single site.

The FPDS site serves several purposes for contractors and researchers.  On the site, users can research procurement data, validate procurement vehicles and modify transactions.

The case for evidence in government

Although the U.S. government presides over what collectively must be one of the world’s largest data repositories, its capacity to use that data to build citizen trust and make informed, evidence-based decisions is severely constrained.

As explained in an enlightening report recently issued by the bipartisan Commission on Evidence-Based Policymaking (CEP), the mere existence of data is a necessary but not sufficient condition for creating empirical evidence to inform decisions throughout the full lifecycle of public programs—enactment, funding, operation, reform, termination.

The digitization of many facets of various activities the government funds through its $4 trillion annual budget has resulted in a data explosion at federal agencies. But that data needs to be synthesized into actionable information to satisfy taxpayers’ demands for better results and greater transparency. The CEP report makes clear that much remains to be done to achieve that goal and provides a comprehensive plan to improve access to federal data, strengthen privacy protections and expand the public, private and academic research communities’ capacity to analyze data.

Agencies rely on contractor tool to spot procurement errors

Does federal contract award data need a few good proofreaders?

According to Jeff Sopko, executive vice president of the Alexandria, Va.-based PotomacWave consulting firm, about 20 percent to 30 percent of records in the government’s procurement database contain errors. “They stem from frequent changes in policy and procedures that take time to be implemented in source contract writing, as well as human errors,” he said. “The errors get pushed from the contract writing system to [the Federal Procurement Data System-Next Generation] with few validation checks.”

To address that problem, PotomacWave in 2012 created a software tool called FedDataCheck.

DoD doesn’t know if it can sustain contracting database, says GAO

The Defense Department doesn’t know what resources it needs to sustain it’s contracting database, says a Feb. 18 Government Accountability Office (GAO) report.

The DoD has not assessed all resources that it will need to sustain the Synchronized Predeployment and Operational Tracker-Enterprise Suite – a repository of information on contracts and contractor personnel in contingency operations.

DoD has not updated its life-cycle cost estimate or fully defined and assessed its plans to determine the resources needed to sustain SPOT-ES, GAO says.

Specifically, the agency hasn’t updated its life-cycle cost estimate since 2010, despite changes to costs due to schedule delays, the report says.

Proposed line item rule to trace contract funding

The U.S. Department of Defense, NASA and the General Services Administration on August 5, 2014  proposed changing federal acquisition regulations for line items in government contracts to standardize the system and make it easier to trace.

The DOD, NASA and GSA proposed to amend the Federal Acquisition Regulation in fiscal year 2016 to establish a uniform line item identification structure providing pricing, delivery and funding information on items purchased, improving the traceability, accuracy and usability of federal procurement data, according to the proposal published in the Federal Register.

Funding traceability is currently limited to contract-level information, making it harder to implement governmentwide initiatives such as strategic sourcing, according to the rule. Tracking in the new line item identification structure, including keeping tabs on unit pricing in fixed-price contracts, will help trace funding from the time it’s obligated through the time it’s spent, the rule states.

“With this proposed rule, the federal procurement community continues to improve standardization of a unique instrument identifier, moving the procurement community in the direction of enhancing the uniformity and consistency of data,” according to the rule. “This, in turn, will promote the achievement of rigorous accountability of procurement dollars and processes.”

The new rule would apply to solicitations, contracts including governmentwide acquisition contracts and multiagency contracts, purchase orders, agreements involving prepriced supplies or services, and task and delivery orders, according to the rule.
