No agility without stability in acquisition reform

In early January, the House Armed Services Committee held a hearing to gather suggestions for reducing acquisition cycle times through experimentation and prototyping.

Their hopes for increasing agility were delivered in testimony from three armed-forces acquisition leaders: Lt. Gen. Michael E. Williamson, Army Director for Acquisition Career Management; Mr. Sean J. Stackley, Assistant Secretary of the Navy for Research, Development & Acquisition; Mr. Richard Lombardi, Principal Deputy Assistant Secretary of the Air Force for Acquisition.

The embrace of prototyping is a smart move and echoes other approaches to increase agility by the federal government, the private sector and other public sector organizations. Innovators such as Google have adopted and adapted prototyping to their innovation efforts to increase success of project and program outcomes in a process Google calls “pretotyping” which is now appearing in many industries globally.

Acquisition reform ramps up early in 2016

House Armed Services Committee Chairman Mac Thornberry is wasting no time in his efforts to build on last year’s reforms to the defense acquisition system. 

House Armed Services CommitteeLess than a year after he launched his opening salvo in a new round of changes, Chairman Thornberry previewed the year ahead with a recent hearing and a presentation at the National Press Club.

Chairman Thornberry plans to circulate draft reform legislation and incorporate the finished product into the FY2017 National Defense Authorization Act (NDAA).  Emphasizing (once again) the themes of agility and innovation, the hearing featured the senior acquisition executives from each of the military departments.  Chairman Thornberry expressed particular interest in finding ways to support their drive for greater flexibility in experimentation and prototyping.

Hagel’s right-hand man on acquisition reform

Hagel needed to accompany President Barack Obama to Tampa, Florida, for a briefing at U.S. Central Command about the now-underway airstrikes against Islamic State militants in Syria. Hagel needed a trusted confidant to fill in for him at the Air Force Association conference in Maryland, so he turned to Frank Kendall, the Defense Department’s undersecretary for acquisition.

Hagel’s choice in Kendall to deliver the remarks he had already penned is the latest in a series of actions that demonstrates the close relationship two have developed over the past year, defense officials close to both men say.

Moreover, the relationship has helped elevate Kendall’s acquisition reform – or as he prefers to say, “acquisition improvement” – initiatives, the latest of which was unveiled last week.
