Acquisition disruption: Innovative concepts in government contracting

Government procurement often gets a (not altogether undeserved) bad rap as a cumbersome process that is lacking in imagination and innovation.

Today more than ever, however, the federal government is making use of cutting-edge procedures and methods to attract commercial companies to government contracting and to encourage modernization and efficiency in procurements.

Here we discuss some of the creative tools being used to benefit both contractors and the government, including other transaction agreements, contests, public-private partnerships, and other novel approaches.

‘If I knew then …’

This is part of a recurring series sponsored by Federal Times, where former federal leaders reflect upon the lessons learned since leaving government.

If I Knew ThenIf you knew then what you know now … How would you have partnered with industry differently?

When agency needs arise, in order to ensure fairness and equitable consideration, lengthy and detailed requirements are crafted and sent to the industry. However, this often leads to bad outcomes. In order to mitigate protest risks, requirements are increasingly specific and fixed, but they leave very little if any room for industry to offer alternate, compelling approaches to solve the stated problems. As a result, many innovative and compelling solutions don’t even make it past the first gate, and the government suffers as a result. It also reinforces a cycle of inertia, whereby since government employees don’t see those innovative solutions, they keep asking for what they know, and as a result, continue to get the same traditional approaches and solutions.

If I had to do it over again, I would find ways to re-think how government partners with the industry.

Army seeks to expand public-private partnerships

The Army is looking to expand privatization efforts to nearly all commercial-like services, according to Army officials.

Lt. Gen. Michael Ferriter, the Army’s top installations official, told a conference of the Association of the United States Army that the privatization of housing and utilities has been a success and the Army is looking to expand privatization efforts further.

“We will partner with anyone who can cut costs,”  Ferriter said at a conference of the Association of the United States Army.

He noted that the Army’s privatization of housing and utilities has been a success and said a likely next step is in-home child care within local communities. He said the Army will test various business models to make sure they work financially before rolling out something across all installations.

Another candidate: dining halls. The Army is looking at issuing dining cards that could be used at its installations and at local restaurants, according to Army officials.
