GSA wants to modernize how the government buys cybersecurity services

The government’s main contracting agency wants to make it easier for federal and state agencies to quickly acquire a broader array of cybersecurity services, according to contracting documents released this week.

The General Services Administration is interested in updating the list of “highly adaptive cybersecurity services” it offers on its IT Schedule 70, according to the request for information.

GSA schedules are essentially lists of pre-vetted contractors that agencies can buy particular goods and services from without going through their own lengthy vetting processes.

Currently, the highly adaptive cybersecurity services, or HACS, list includes penetration testing, incident response, cyber hunt (essentially hunting for adversaries you fear may already be inside your systems), and risk and vulnerability assessments.

GSA announces $2.5 billion modernization of federal payroll and leave systems

The General Services Administration (GSA) has issued a pre-solicitation notice seeking contractors to upgrade the payroll systems serving 2.2 million civilian federal employees.

Companies holding GSA IT Schedule 70 contracts, SINs 132-40 and 132-51, will be eligible to compete for one or more blanket purchase agreements off of which agencies can order services, according to the May 17 notice. The blanket purchase agreements will last for 10-13 years and are expected to have a ceiling of more than $2.5 billion.

In addition to modernizing payroll services, the “NewPay” initiative will encompass work schedule and leave management systems. The goal is “to shift operations and maintenance of payroll functions to innovative commercial solutions using the Software as a Service (SaaS) model,” GSA said in its announcement of the pre-solicitation notice. “This will enable agencies to focus more resources on core mission priorities and deploy modern and secure work schedule, leave management and payroll solutions to support a modern workforce.”

GSA’s rising star leaving for HHS acquisition

There are few people in the federal acquisition community who are on a higher trajectory than Jose Arrieta.

The General Services Administration’s director of the Office of IT 70 Schedule Contract Operations not only rejects the risk averse culture of the government, but he isn’t afraid to take on bigger challenges.

To that end, sources confirmed Arrieta is leaving GSA to become the deputy assistant secretary for acquisition and senior procurement executive at the Department of Health and Human Services.

IT modernization, procurement policy, and the GSA schedules: ‘To be or not to be’

On Aug. 30, the American Technology Council (ATC) issued for public comment its draft 36-point plan for federal IT modernization.  

The draft, “Report to the President on Federal IT Modernization,” sets forth a blueprint for IT modernization focusing on three broad implementation areas:

(1) Network modernization and consolidation;

(2) Shared services to enable future network architectures;

(3) Resourcing federal network IT modernization.

Layered cybersecurity capabilities, use of commercial cloud services, shared security services, and applications are among the key features to be addressed as part of the overall modernization strategy. Comments on the draft were due Sept. 20.

Inside CA Technologies’ $45 million false claims settlement

A long-lasting legal dispute between IT contractor CA Technologies and the federal government reached a conclusion last week, as the Justice Department announced the company agreed to pay $45 million to settle allegations that it overcharged and provided false pricing information to the government.

The backstory of this conflict signifies a more aggressive stance taken by the government in dealing with contractors that mislead the government or bilk taxpayers. Public statements by both DOJ and the General Services Administration’s inspector general further suggest they are more willing than ever to prosecute contractors that play ball unfairly—even if it takes years to do so, as it did with CA.

DOJ contends New York-based CA submitted false pricing data in 2007 and again in 2009 regarding products it sold through the GSA’s Schedule 70, a multiple-awards schedule and large acquisition vehicle federal agencies use to purchase various IT products and services.
