After last-minute drama, Congress passes a government funding bill

It was an unexpected nail-biter: After a short “technical” shutdown, Congress early Friday passed a measure that would raise spending levels by $300 billion over the next two years.

The vote came hours after appropriations expired at midnight, shuttering agencies for the second time in three weeks after Sen. Rand Paul, R-Ky., derailed the Senate vote in a protest over ballooning deficit spending. The Senate finally passed the legislation early Friday with wide bipartisan support on a 71-28 vote.

The House convened at 4 a.m. and finally took up the legislation shortly after 5 a.m., passing the bill on a 240-186 vote.

Thousands of federal workers in limbo as shutdown drags on

Lawmakers on Sunday (Jan. 21) appeared far from reaching a budget compromise that would allow federal agencies to return to normal operations on Monday following a funding lapse that took effect at midnight Friday.

As Senate Majority Leader Mitch McConnell, R-Ky., put it: “This shutdown is gonna get a lot worse tomorrow.”

While Republicans and Democrats blamed each other for the standoff, the shutdown that began Saturday is the first to take place during one-party control of Congress and the White House.

The House passed a temporary funding bill on Friday along party lines that would have continued funding through Feb. 16, but that measure was rejected by the Senate where the Republicans hold a narrow majority and need 60 votes for passage. House Speaker Paul Ryan, R-Wis., said the House would accept a bill that extends funding through Feb. 8 to give lawmakers more time to reach a permanent agreement, and senators spent Sunday trying to work out a compromise. McConnell scheduled a vote for 1 a.m. Monday if Democrats wouldn’t agree to a vote sooner; by mid-afternoon the prospects appeared dim.

What happened at the Defense Department during the 2013 shutdown

Yes, we’re sick of government shutdowns, but alas, here we go again. Since the fundamental issues creating the gridlock are largely the same, let’s flash back to 2013, the last time the government did in fact shut down.

That 16-day shutdown affected the entire defense enterprise, from the Pentagon to contractors. While the military remained on duty, most Pentagon civilians were initially furloughed. Those who weren’t furloughed included employees at organizations — like U.S. Transportation Command — who are paid using working capital fund coffers.

Days into the shutdown, Lockheed Martin said it would start furloughing some 3,000 employees because the government facilities where they worked were closed — and that more would be idled if the shutdown dragged on. Similarly, United Technologies, then-owner of helicopter maker Sikorsky, planned to furlough 5,000 workers.

President backs deal to avert a shutdown … for now

President Trump on Wednesday backed a Democratic plan to avert a government shutdown and default, surprising many on Capitol Hill.

On Sept. 6, 2017, Trump told reporters on Air Force One that he supported a Democratic plan to keep government open through a continuing resolution that would expire Dec. 15. He said he also supports a plan to attach a three-month increase in the debt limit to Hurricane Harvey relief. The comments came after the president met with congressional leaders Wednesday morning.

“We essentially came to a deal, and I think the deal will be very good,” Trump said. “We had a very, very cordial and professional meeting. So we have an extension, which will go out on December 15. That will include the debt ceiling, that will include the CRs, and it will include Harvey.”

Midnight shutdown of federal government avoided

Con­gress has aver­ted a mid­night shut­down.

Budget Book Cover_2016The House of Representatives on Wed­nes­day af­ter­noon, September 30, fol­lowed the Sen­ate’s ex­ample by eas­ily passing a tem­por­ary spend­ing bill, fund­ing the federal gov­ern­ment through Decem­ber 11, 2015.

The stop-gap budget meas­ure passed the Sen­ate by a 78-20 vote.  The budget then cleared the House by 277-151.
