Failure is an option for DoD’s experimental agency, but how much?

Since 2015, millions of dollars have been invested in the Pentagon’s Defense Innovation Unit, the agency watched as some of its projects fell flat, and only about 23% the organization’s completed projects ended up in the hands of troops — but the thing is: DIU is completely fine with that.

DIU’s success statistics, delivered in a July report card to Congress, are the first long-term numbers to come out of the Defense Innovation Unit (formerly the Defense Innovation Unit-Experimental) since its inception.

The metrics, which also address time-to-contract and other areas, highlight a vexing dichotomy currently playing out in the Defense landscape: How can the world’s largest military field state-of-the-art technologies faster to counter China and Russia without compromising oversight and opening the door for waste?

While successful DIU experiments ended up, or will end up, as technologies that will protect service members from drones and detect cyber vulnerabilities on DoD networks, 77% of completed prototypes DIU invested in failed to make it to contract or have yet to make it to contract. That leaves millions of taxpayer dollars on the table, which can sometimes be a hard sell for lawmakers. Congress remains at least marginally skeptical of the program built to convert private cutting edge technology for military use.

Are meetings with industry actually accelerating military acquisitions?

Military leaders say they are determined to find faster ways to buy cutting-edge technologies.

“We can’t afford to spend seven years thinking about a requirement,” Army Undersecretary Ryan D. McCarthy said during a 2018 visit to Fort Belvoir, Virginia.

“If it is going to take that long, you are probably not going to get it. So, we need to get these capabilities sooner.”

To that end, the Department of Defense has increased the number of engagements with industry, launched alternative contracting vehicles, and taken other steps to streamline innovation more effectively. Industry officials are often clamoring for that interaction, but some say the Pentagon’s efforts are beginning to bear fruit.

One area where those changes are most visible has been in the Army’s modernization of its battlefield network. David Huisenga, president and chief executive at Klas Telecom Government, said he has noticed a marked difference in the quality and quantity of engagements between industry and the Department of Defense.

DoD says ‘OTA,’ industry says ‘Oy’

Just because apocryphal books live outside the Bible doesn’t mean you should never read them. And just because certain buying authorities live outside the Federal Acquisition Regulation doesn’t mean you shouldn’t use them.

The FAR covers a lot, but not everything, including, say Other Transaction Authority (OTA). OTA spending by the Defense Department is growing by triple digit rates, although it’s still a relatively small number. But it worries contractors. It came up repeatedly at this week’s Professional Services Council Vision 2018 conference. Kevin Fahey, the assistant secretary of Defense for acquisition, reassured the mostly vendor audience that “OTA use is not a get-out-acquisition-free pass.”

OTA has a little sister spawned by Section 804 of the 2016 Defense authorization bill. It gives DoD temporary authority to buy rapid prototyping and rapid fielding technologies — rapid, in the latter case, means within five years. The authority expires next September.

So for certain acquisitions, DoD has a lot of leeway to not use the FAR. Not total leeway, though — the government can’t just buy anything using the perceived convenience of OTA. The instrument is intended for prototype technologies and capabilities from non-traditional companies. For sure, those definitions leave a lot of leeway.

Section 508 to roll out new tools, refresh website to assist acquisition officials

Officials from the Section 508 Accessibility Program say that too few agencies are including the proper requirements in their new IT solicitations, so the office — which ensures that federal technology is accessible to people with disabilities — is working on new tools that will help ensure procurement requests are specific enough.

John Sullivan, program director for the General Services Administration (GSA) office, said this week that his team has been scanning procurement requests appearing on FedBizOpps to see if agencies are providing enough detail about what they need in the IT products they are buying.  In many cases, there isn’t any such language at all.

“We have a tool that has been going out and looking at [whether] the requirements are being specified in the contract — not even asking are the right ones specified, but are there any requirements,” he said Tuesday during a webinar hosted by the Americans with Disabilities Act National Network. “Across the federal government, the rate is low, very low. So that is why we are here today, to say that across the board we have got to get these requirements into solicitations, and we need to see what the roadblocks are and the hurdles to doing so.”

USDS to certify new acquisition specialty

The U.S. Digital Service is adding a digital services contracting certification to create a cadre of “technology acquisition mavericks.”

After two pilot efforts , USDS, along with the Office of Federal Procurement Policy, is launching a new certification program for digital services contracting for civilian agencies with an eye to reducing the cost and time it takes to procure digital services in government.

The idea for new program stemmed from a Challenge.gov winning submission, proposed by ICF International and ASI Government.

Government “didn’t teach how to buy digital services,” said Joanie Newhart, Associate Administrator for Acquisition Workforce Programs, Office of Federal Procurement Policy.
