POGO: Contracts need to be posted online

The third week of March was Sunshine Week, the one week out of the year when there is a coordinated effort by experts to highlight topics related to federal and state open records laws, the public’s right to know, and freedom of the press.

There were numerous events around Washington, DC, as well as in cities and on college campuses around the country. The Project On Government Oversight (POGO) is a proud participant and works hard annually to bolster federal openness because “Sunlight is said to be the best of disinfectants.”

Sunshine Week, however, is not just about talking about open government and cool events. It’s also about action. Last week, Senator Claire McCaskill (D-MO) introduced the “Contractor Accountability and Transparency Act of 2017” (S. 651), which POGO and eight other bipartisan groups supported.

The bill will expand the contracting information available on USASpending.gov (which now only offers summaries of contracts), make the contract information more accessible and readable, and help reduce Freedom of Information Act backlogs.

GSA takes the easy way out to solve contracting challenge

The General Services Administration’s choice to create a blanket purchase agreement for Salesforce cloud integration and support services on the surface seems logical.

GSA Salesforce DecisionIt’s a widely used platform — according to a simple search on USASpending.gov website there have been 227 contracts worth more than $61 million since fiscal 2011— and one that needs more structure and control across government.

“The marketplace for Salesforce implementation and integration services was fragmented and had some disparity in there,” said David Shive, GSA’s chief information officer during a press call on Jan. 20. “When we looked, we saw there were no established quality standards for Salesforce development. We saw there were inexperienced vendors that were winning with new Salesforce customers, but sometimes had some dubious results coming out from those inexperienced vendors. We saw there was inconsistent delivery of code and configuration from agency to agency. There was failed implementations that was negatively impacting adoption of the tools and the processes surrounding those tools. And we saw that some vendors were rebuilding the same apps for the same agency and were developing closed systems in an otherwise open environment.”

Feds buy back USASpending website after contractor bankruptcy

The government procured its own spending transparency website and the primary data system behind it on the same day last month the contract to manage the systems was set to expire, new documents show.

The move frees up previously contested federal contracting data, which will facilitate increased competition for future contracts, according to outside observers and the General Services Administration.

It’s unclear if the purchase became necessary to keep the site running or if the opportunity arose as a result of Global Computer Enterprises, Inc.’s financial instability, which led to a bankruptcy filing last month.

$619 billion missing from federal transparency site

A government website intended to make federal spending more transparent is missing at least $619 billion from 302 federal programs, a government audit has found.

And the data that does exist is wildly inaccurate, according to the Government Accountability Office, which looked at 2012 spending data. Only 2 percent to 7 percent of spending data onUSASpending.gov is “fully consistent with agencies’ records,” according to the report.

Among the data missing from the 6-year-old federal website:

■ The Department of Health and Human Services failed to report nearly $544 billion, mostly in direct assistance programs like Medicare. The department admitted that it should have reported aggregate numbers of spending on those programs.

■ The Department of the Interior did not report spending for 163 of its 265 assistance programs because, the department said, its accounting systems were not compatible with the data formats required by USASpending.gov. The result: $5.3 billion in spending missing from the website.

■ The White House itself failed to report any of the programs it’s directly responsible for. At the Office of National Drug Control Policy, which is part of the White House, officials said they thought HHS was responsible for reporting their spending.

Federal agencies falling short in providing accurate, complete federal award data, GAO says

Information about grants and loans found on a federal awards website isn’t as reliable as it should be, said congressional investigators, adding that greater oversight is needed.

The Government Accountability Office said agencies provided incomplete and inaccurate information about such assistance awards — totaling about $619 billion — on USASpending.gov, a publicly accessible website designed to improve transparency and accountability on federal spending.

However, GAO noted in its report released Aug. 1 that agencies largely provided complete information about awarded government contracts.
