4 lessons from SBA’s $30 million ‘Certify’ platform debacle

Let me know if you’ve heard this one before: An agency hires “experts” to develop an application, spends tens of millions of dollars and the effort falls flat.

This easily could be the story to focus on with Small Business Administration’s Certify.SBA.gov project.

A recent agency inspector general report found the agency brought in U.S. Digital Service experts, spent upwards of $30 million over the last five years to develop the platform only for most of the effort to go to scrap and forcing SBA to basically start over again.

Instead this is a story about perseverance.  It’s a story about lessons learned that every agency should keep in mind. And this is a story that offers an inside view into why federal projects do fail and how simple steps could change the direction of any IT project.

OFPP issues 4th ‘myth-busting’ memo

The purpose of this memorandum is to improve awareness of vendor engagement strategies that Federal procurement thought leaders are using to create a more responsive buying process, modernize the acquisition culture, and deliver greater value to the taxpayer.

The memorandum also asks each Chief Financial Officers Act (CFO Act) agency to ensure it has designated an industry liaison to work with the agency’s Acquisition Innovation Advocate (AIA), the Office of Small Disadvantaged Business Utilization (OSDBU), and other key acquisition personnel to promote modern vendor communication practices and counter misconceptions that drive today’s risk aversion culture.

The President’s Management Agenda challenges agencies to deliver 21st century services by modernizing information technology, increasing transparency and accountability, and building a modem workforce. 1 To keep up with the rapidly accelerating pace of technological change, a number of agencies have sought better ways to communicate with industry so they can better understand the commercial marketplace, attract new contractors, and encourage current partners to use new processes and develop, test, and offer more modern solutions. Despite this progress, the pace of adoption has been limited relative to the total volume of activity that potentially could benefit from these efforts; only a fraction of our transactions are using these new ways of doing business. For this reason, the Office of Federal Procurement Policy (OFPP) is taking two steps to improve awareness of these modem communication practices.

First, OFPP is using its long-standing “myth-busting” campaign to spotlight how front line acquisition officials and managers have been challenging entrenched ideas about engagement between the public and private sectors. Attachment I highlights ten misconceptions related to innovative practices and showcases successful agency efforts. As additional myths are identified and new practices evolve, new examples will be posted on the Innovation Hub2 of the Acquisition Gateway to foster dynamic conversations among the acquisition workforce.

USDS applying its own lessons learned to fix federal hiring, acquisition

The Department of Health and Human Services is testing out an effort to improve the federal hiring process, kicking the effort off  with a job notice on USAJobs.gov on April 5. The notice said HHS and USDS would accept the first 100 applicants over a two-day period to hire four people with skillsets around: IT specialist, IT customer support, IT data management and IT policy and planning.

The idea and plan has been in the works for the better part of the last six months.

“We are trying to take some of what we’ve learned about attracting some 300-to-400 really highly talented people to come work for the government, using impactful mission, the way we vet people in the interview process, code reviews, design portfolio reviews and that kind of thing,” said Eddie Hartwig, the deputy administrator of the USDS, in an interview on Ask the CIO. “The idea would be to work around an 80-90 day hiring pipeline so that lets us run a hiring project and learn from it to test out some of these theories.”

Hartwig said USDS is working closely with OPM on how they can improve the federal hiring process. He said USDS would like to conduct two or three pilots over the course of 2019.

“The goal is to get the career hiring up and running. We are on the tour of duty hiring model, but that is not sustainable for the lifetime of the government. We need great career people taking those jobs,” he said. “But we are open to working with partners in other specialty fields. The idea would be subject matter experts involved in the hiring process and vetting process so that we can deliver better results when we get to the point of hiring so you don’t get 2,000 people who are qualified for the job, but a nicely vetted list of people who are qualified and then with the preferences allowed in government are applied.”

USDS to certify new acquisition specialty

The U.S. Digital Service is adding a digital services contracting certification to create a cadre of “technology acquisition mavericks.”

After two pilot efforts , USDS, along with the Office of Federal Procurement Policy, is launching a new certification program for digital services contracting for civilian agencies with an eye to reducing the cost and time it takes to procure digital services in government.

The idea for new program stemmed from a Challenge.gov winning submission, proposed by ICF International and ASI Government.

Government “didn’t teach how to buy digital services,” said Joanie Newhart, Associate Administrator for Acquisition Workforce Programs, Office of Federal Procurement Policy.

U.S. Digital Service taps 8(a) to help agencies ‘fail fast’

With end-of-the-year spending upon us, agencies wanting to experiment with digital solutions can look to a new vehicle from the U.S. Digital Service.

Leveraging sole source contracts from the Small Business Association’s 8(a) program, USDS has created a contract exemption program that allows agencies looking to procure services, build a minimum viable product or learn about skills like agile development.

Traci Walker, lead contracting officer at USDS, said the exemption gives agencies the ability to experiment with possible digital solutions, providing the ability to “fail fast,” innovate and move on without the heavy lift of a large project.
